Transparent, merit-based transfer policy rolled out in Kargil

The Education Department, Kargil, under the guidance of the Ladakh Autonomous Hill Development Council (LAHDC) and the District Administration, has issued transfer orders for teachers in a major departmental reshuffle. On March 25, LAHDC Kargil officially finalized and published the long-awaited Teacher Transfer Policy for lecturers, masters, and teachers after an extensive and thorough exercise.

The transfers involve more than 2,260 teaching staff, including lecturers, masters, and Grade I, II, and III teachers. However, exemptions and relaxations have been granted to specially abled teachers and those with less than six months remaining before retirement.

Speaking on the occasion, Chairman and Chief Executive Councillor, LAHDC Kargil, Dr. Mohd Jaffer Akhoon, appreciated the Deputy Commissioner and his team for their dedicated efforts, with special recognition for District Informatics Officer Iftikhar Hussain. He termed the initiative a “historic step” and assured full support for its successful implementation.

The CEC also lauded the councillors for their unanimous decision, emphasizing that the policy is the outcome of a long and rigorous process involving detailed deliberations. He highlighted the importance of ensuring quality education and establishing a transparent system that benefits both teachers and students.

During the session, District Informatics Officer Iftikhar Hussain gave a demonstration of the online portal developed for implementing the transfer policy, showcasing its user-friendly and transparent features.

The Deputy Commissioner, in his address, expressed gratitude to the Hill Council and councillors for rising above political considerations and working collectively under the leadership of the CEC. He highlighted the challenges faced during the development of the portal and appreciated the consistent efforts of the team, particularly DIO Iftikhar Hussain, Chief Controller of Finance Iftikhar Hussain, Chief Education Officer, and SDM Drass Vishal Atri, for their contributions to the policy formulation.

He further emphasized that the portal ensures a transparent and efficient system. He assured that feedback and grievances raised by teachers would be duly considered and incorporated. He added that the system has been designed to minimize discrepancies and ensure fairness, making it a unique and accessible platform for smooth transfer processes.

The meeting was attended by the Deputy Commissioner Kargil, Executive Councillors Kacho Mohammad Feroz, Zakir Hussain, Agha Syed Mujtaba Musavi, and Er. Punchok Tashi, along with other concerned officials.

The transfers have been carried out strictly on a merit-based system, using allotted points to ensure transparency and fairness.
Points were awarded based on the “Padhega Kargil, Badhega Kargil” assessment, board results from the past two years, school enrollment trends, and student feedback.

An online grievance redressal mechanism has also been established. Aggrieved officers can submit representations via email at edugrievancecell@gmail.com within 15 days from the date of issuance of orders (after joining their new place of posting). These representations will be examined as per policy and resolved within 15 days.

All transferred officials are deemed relieved from their current postings with immediate effect and must report to their new place of posting within two days from the issuance of the order.
