Meeting held to discuss forthcoming GCM in Leh Council constitutes new advisory committee

To ensure a purposeful and fruitful forthcoming General Council Meetings of LAHDC, Leh, a meeting was held under the chairmanship of Dr. Sonam Dawa CEC with all the Executive Councillors and Councillors on December 31 at Council Secretariat, Leh.

In the meeting, CEC Dr. Dawa informed that he has already directed DC Leh to issue Draft Plan Books of forthcoming General Council Meetings well in advance to all the Councillors so that they could table the proposed plan, problems and issues of their constituencies in a more planned and practical way. 

The forthcoming GCM is proposed to be held somewhere between January 10 to 15. After threadbare discussion, the meeting unanimously decided to conduct the business and procedure of GCM in Ladakhi language with provision of translators. 

The meeting also decided to send a delegation of Council members to Centre and State who will meet with the concerned ministers and secretaries and in this regard a meeting of all the HODs will be convened shortly to assess major issues of various departments.  

Dr. Dawa said that Council has constituted an Advisory Committee comprising of former Chief Secretary C. Phonsog, Padmashri Norphel Mahey (Retired Engineer), Dr. Mohamad Din (Retired IAS) and G. M Sheikh as secretary  who will guide Council in all developmental affairs.

The meeting discussed in detail about resolving various land issues in the district for which a committee headed by Tsering Morup, Temisgam Councillor had already constituted. Likewise, to promote sports activities in the district, a committee headed by Lobzang Sherap, Councilor Khaltsi has also been framed and in same line the meeting intends to constitute such more committees on various issues in future.  

They also discussed on slow tendering procedure resulting delay in completion of important developmental works in the short working season of Ladakh. Dr. Dawa stressed upon all the Councillors to chase tendering procedure of their respective constituencies personally.  

Other major issues discussed were streamlining of drinking water facilities especially during winter months including installation of hand pumps through Rural Development Department, maintenance of roads and shortage of staff in various departments. 

To discourage the prevailing menace of corruption in some government agencies, a lengthy discussion was also held. In the meeting, it was decided to book the culprit under the law and stressed on inculcating honest work culture in the district. 

To ensure punctuality of government officials especially in far-flung areas of the district the meeting also suggested various measures.
