L-G VK Saxena orders strict ban on single-use plastics and littering across Ladakh Violators to face heavy environmental penalties; district and field-level officers empowered to issue Challans
In a major step towards environmental protection and conservation of Ladakh’s fragile Himalayan ecosystem, Lieutenant Governor of Ladakh, Vinai Kumar Saxena, has ordered a strict ban on identified single-use plastic items and littering across the Union Territory.
Under the new enforcement framework, individuals, commercial establishments, and institutions including hotels and eateries found violating the single-use plastic ban will face an environmental penalty of Rs 10,000, while littering at public places will attract a penalty of Rs 5,000.
The administration will also conduct random checks for single-use plastics at Kushok Bakula Rinpoche Airport and entry points to Ladakh to prevent the entry and use of prohibited plastic items.
The initiative marks a decisive move towards strengthening environmental protection and addressing the growing challenges posed by plastic waste and open littering, particularly around popular tourist destinations.
The approved framework prohibits the use, sale, storage, stocking, distribution, transportation, and supply of identified single-use plastic items, including plastic cutlery, cups, plates, straws, trays, wrapping films, thermocol decorations, plastic flags, plastic stirrers, and plastic banners below the prescribed thickness.
To ensure effective implementation, the Lieutenant Governor has authorized district and field-level functionaries to inspect premises, detect violations, issue challans, and recover penalties for plastic-related violations and littering.
The enforcement mechanism allows inspections, surprise checks, videography, photography, CCTV footage, and other legally admissible electronic evidence to initiate proceedings against violators.
Officials authorized to act against violations include Sub-Divisional Magistrates, Tehsildars, Executive Magistrates, District Officers of the Ladakh Pollution Control Committee, Assistant Directors of the Tourism Department, District Panchayat Officers, Block Development Officers, Executive Officers of Municipal Committees, Forest Department officials, and members of the Environment Protection Force comprising ex-servicemen and wildlife stewards.
L-G VK Saxena said the ban aims to promote responsible tourism and ensure that Ladakh’s natural beauty remains clean, unspoiled, and ecologically resilient despite increasing tourist footfall.
“Ladakh’s pristine environment and natural beauty are our greatest treasures, and it is our collective responsibility to preserve them. As we strive to develop Ladakh into a world-class tourist destination, development must go hand in hand with environmental responsibility,” he said.
He added that strict enforcement against single-use plastics and littering is not merely a regulatory measure but a commitment towards safeguarding Ladakh’s ecological heritage and promoting sustainability.
Ladakh, known for its high-altitude wetlands, glaciers, unique biodiversity, and breathtaking landscapes, remains highly vulnerable to plastic pollution due to its fragile environment. Non-biodegradable plastic waste can persist for decades, contaminating soil, water sources, and ecosystems.
Improper disposal and burning of plastic waste release harmful substances, posing risks to human health, livestock, and wildlife. Plastic waste entering streams, wetlands, and glaciers also affects water quality and ecological balance, while littering reduces the environmental and aesthetic value of the region’s landscapes.
