Hill Council Leh reviews construction of Solid Waste Management plant

Taking serious note of the inordinate delay in completion of Solid Waste Management plant Leh pending for five years, Hill Council, Leh convened a meeting with the consultant of the project WAPCOS and executing agency 3R Management Ltd. on August 18 at Council Secretariat.

Gyal P Wangyal CEC enquired about the reason behind the delay in the timely completion of Solid Waste Management plant Leh despite deadlines fixed by Hill Council Leh several times. 

He warned that any further delay in commissioning of this much-awaited project will be taken very seriously and stringent action will be taken under the project agreement rules and fixed 25 August 2020 for complete testing of the project followed by its inauguration in next couple of days.

The meeting was briefed that due to some technical problems in 100 Kwp Solar Power Plant at the plant site installed by LREDA the plant would not be started.

Project Director LREDA Tsewang Thinles assured that the solar power plant will be made functional within a week. 

The Solid Waste Management plant Leh when commissioned will be run by 3R Management Ltd. for the next 18 months and handed over to MC Leh later.

Executive Engineer, PDD Leh, Tundup Spalzang was asked to prepare a DPR for laying of power transmission line up to plant site to ensure proper power backup. While Executive Engineer, PHE Leh Sonam Wangchok was directed to ensure the proper water supply at the site. Executive Engineer, Construction Leh, Nissar Ahmad was directed to complete the compound walling of the plant site within two days.

Deputy Chairman, Tsering Sandup; President, MC Leh, Dr. Ishey Namgyal; Deputy Commissioner, Leh, Sachin Kumar; Councilor Upper Leh, Ven. Lobzang Nyantak; Councillor Lower Leh, Punchok Wangdan, heads and managers of concerned govt executing agencies were present.
