DM, Leh, issues order regarding SOP for payment basis quarantine in private facilities

Leh :

Sachin Kumar Vaishya, District Magistrate, Leh issues an order regarding the Standard Operating Procedure (SOP) for payment basis quarantine in private facilities on May 13.

The order reads as:
 
In order to streamline and effectively operationalise the SOP to be followed by large numbers of residents of Leh district stranded in various parts of the country and abroad and reaching Leh within the next couple of weeks the following arrangements are hereby ordered.
 
1. Stranded Passengers having homes in Containment Zones or outside containment zone:
 
Those arriving from outside to Leh district having their residents within the Containment area shall not be allowed to enter their villages under any circumstances. They shall be allowed to stay with their friends and relatives outside the containment zone but will have to undergo fourteen day home quarantine.
 
Those who do not wish to stay with their relatives and friends can stay in the facilities identified by the District Administration. However, they will have to bear the boarding and lodging facilities expenses on the nominal tariff fixed by the Administration (as per Annexure “A”).
 
2. Stranded Passengers coming from Red Zones:
 Those arriving from Red Zones shall be allowed for home quarantine or other centers arranged by respective village communities. However, they shall have to undergo mandatory COVID-19 test.
 
Anyone having travel history abroad shall disclose mandatorily his/her travel details.
All those entering Leh District shall mandatorily download AROGYA SETU App and keep their Bluetooth connected at all times.

Those undergoing home quarantine shall strictly follow the protocols laid down by MOHFW and shall not remove the quarantine posters from their houses until the quarantine period is over.
Those persons, if found violating the rule, protocols and guidelines shall be punished as per law.
 
3. The facility owner of the quarantine facility shall make such additional arrangements as under:

They shall ensure in-house availability or on call of a trained doctor and a nurse on 24X7 basis.
The doctor will monitor the cases in quarantine facilities twice a day on basic parameters of temperature, pulse, blood pressure, respiratory rate and pulse oxymetry and keep record of the same.

The treating doctor engaged by the facility will inform the district surveillance officer regarding the list of cases/contacts admitted to such facility and their health status.

They should not be allowed to meet visitors as such if someone is allowed to visit the cases and contacts for specific reasons, their details shall be recorded.

The facility will be provided Wi-Fi facility and ensure that the clients download the Aarogya Setu App on mobile and it should remain active at all times (through Bluetooth and Location service)
A basic life support ambulance shall be available at the facility on 24X7 basis or on call.

The linens, towels etc and rooms shall be disinfected and the facility will follow the infection prevention control practices as per guidelines issued by MOHFW.

The in-house catering shall provide room services for freshly cooked food duly following physical distancing and environmental sanitation.
