District Development Coordination and Monitoring Committee meeting held in Leh Minister Chering Dorje directs constitution of inquiry committee to probe possible scam

To review the physical and financial achievements under various centrally sponsored schemes in Leh district, District Development Coordination and Monitoring Committee (DISHA) meeting were convened by Thupstan Chhewang, MP on June 10 in Leh.

Reviewing the performances of some major centrally sponsored schemes like MGNREGA, Tsering Paldan, ACD informed that in the financial year 2017-18 number of assets including bridges, water reservoirs etc. were created in the district.  A total of ₹ 2750.78 lakh was released out of which ₹ 2745.69 lakh was expended. Besides, an additional ₹ 11 crore is needed for work done liabilities.

Avny Lavasa, DC appreciated the performance of Rural Dev. Dept. Leh and said that the work value under MGNREGA in the district has increased four times in the last couple of years.  

Chhering Dorje, Minister for Cooperative and Ladakh Affairs and Thupstan Chhewang took serious note on the delay in the completion of Sewerage Treatment Plant, Solid Waste Management Project, poor progress on roads under PMGSY since few years despite the timely release of funds.

Chhering Dorje and Thupstan Chhewang directed SE PWD Leh to take legal action against contractors and submit a report to DC, Leh in next three days. Also, asked the engineers for 24 working hours and time limit for completion of projects while flouting tenders in future.  

Inquiring about the pipes dumped near Shanti Stupa by PHE Division since three years,  Chhering Dorje directed DC Leh to constitute an inquiry committee to investigate possible scam and SE PWD to give details about the fee given to the consultant engaged for Open Stadium Leh worth ₹  200 crores.

Discussion on the projects under AMRUT scheme in Leh town including the upcoming multi-tier parking facility was carried out. He directed CMO and Construction Division Leh for earliest completion of Dialysis ward of SNM Hospital Leh so that four Dialysis machine could be installed.

Discussing about the ongoing social security schemes under National Social Assistance Programme (NSAP),  the Minister and MP directed DPO, ICDS and District Social Welfare Officer , Leh for resurvey of eligible unmarried poor girls in the district and countersign the lists by concerned Councilors and Nambarders so that deserving girls could get State Marriage Assistance Scheme (SMAS).

Reviewing the progress under Pradhan Mantri Awas Yojana (Gramin), it was informed that out of 156 targets that are entitled to get ₹1.30 lakh each to construct toilets.  The first installment of funds was released for 30 beneficiaries recently. Under Swachh Bharat Mission (Gramin), a total of ₹ 239.56 lakh was released in 2017-18 out of which ₹ 184.41 was expended.

Under National Rural Drinking Water Programme (NRDWP), Exn. PHE informed that in 2017-18 a total of ₹ 1067.10 lakh was released for ongoing 26 WSS out of which ₹ 834.84 was expended till date. Full funding is needed to complete 7 Projects.

Tashi Tsetan, Chief Agriculture Officer, Leh giving detail progress report of Pradhan Mantri Krishi Sinchai Yojana said that a total of ₹218.26 lakh was released in 2017-18 out of which ₹81.50 lakh was expended.

Thupstan Chhewang, MP and Minister Dorjey directed the concerned departments to execute big projects under PMKSY.

Ruth Mary, AD, Food, Supplies and Consumer Affair informed that under Pradhan Mantri Ujjwala Yojana a total of 1142 applications were received out of which total 698 beneficiaries were issued free gas connection.  

While reviewing Deen Dayal Upadhyay Gram Jyoti Yojna, PMDP Rural and Saubhagya schemes which aim to electrify every village of India by 2019, the Engineers of PDC and PDD were directed for resurvey all the un-electrified villages and hamlets properly.

Thupstan Chhewang took a detailed review of funds released from MPLADS and directed all the concerned officers and engineers to ensure timely and proper use of the funds without lapsing the funds.

RURBAN, PMDP, SSA, RAMSA, Mid Day Meal and Prime Minister Employment Generation Programme were also reviewed in detail.
