COVID-19 SOP’s only for common people?

When rest of the people are fighting against COVID-19, one of the Secretary of UT administration reportedly found violating home quarantine order. On January 18 the officer was tested positive (sample collected from the airport) and instead of isolating himself, he reviewed the preparation of republic day at polo ground with other district officials on January 21, thereby risking the health of others. As per the guidelines, 7 days isolation or quarantine period is a must when a person is tested positive. To protect ourselves and others, it is said that we should follow all the protocols, guidelines, and directions issued by the government. Are the guidelines and SOPs meant to be followed by the common people only? In the name of quarantine and rules, many were not allowed to perform the ritual and attend the funeral of the dear one. Some are charged with FIR for violating the norms. Seems the bureaucrats have all the perks to live fully with no restriction. 

The question here is now, who will bell the cat? Shouldn’t everyone be treated equally under the law? Will the Lieutenant Governor of Ladakh, ADGP, Ladakh, Advisor Ladakh and CEC, Hill Council, Leh take action against the official, or will it be ignored as if it has never happened?
