CEC, Kargil, discusses various issues with L-G

Chairman/CEC, LAHDC, Kargil, Dr. Mohd Jaffer Akhoon met with the Lieutenant Governor of Ladakh, Brigadier (Dr) BD Mishra (Retd) on December 16  and discussed various issues related to Kargil district.

The meeting was also attended by Advisor, Dr. Pawan Kotwal; ADGP Ladakh Police, Dr. SD Singh Jamwal; Principal Secretary, Health, Dr Vasanthakumar N; Deputy Commissioner, Kargil, Shrikant Balasaheb Suse; SSP Kargil, Anayat Ali Chaudhary; Director, Health Services, Dr Motup Dorje; Chief Engineer, PWD (R&B)/PMGSY, AbduL Mutalib; Superintending Engineer, PWD (R&B)/PMGSY, Skalzang Dorjay; Superintending Engineer, PHE (I&FC), Maqbool Hussain; officials from District Hospital, Kargil and NHIDCL. 

CEC, LAHDC, Kargil raised several issues including, sanction of special package to clear pending liabilities of land, house and trees compensation, extension of Kargil civil airport for commercial flights, recruitment of constables in Ladakh Police on district cadre post basis, release of adequate funds under National Disaster Response Fund (NDRF) for permanent restoration of works/structures damaged by the flood, sanctioning of flood protection works for Sangrah Nallah, strengthening of All India Radio (AIR) Kargil, proper functioning of Directorate Offices headquartered at Kargil, Implementation of recruitment rules (RR) framed for posts of LAHDC Kargil & creation of additional posts in LAHDC Kargil for smooth functioning of the Hill Council, sanctioning of Honorarium/Maintenance cost and fuel charge of school transport buses provided to different schools of Kargil under CAPEX, Construction of Kargil Sarai at Leh, Regularisation and enhancement of honorarium/salaries of employees engaged under Rehbar-e-Khel scheme in Sports Department etc.

He also highlighted the importance of Iqbal Micro Hydro Project and requested for its renovation/ refurbishment of the project stands submitted to UT Administration for consideration, resolve the pending compassionate appointment cases under SRO-43, enhancement of remuneration paid to ambulance drivers engaged at District Hospital Kargil, establishment of fire stations at sub-divisional headquarters, grant of relaxation in norms for execution of works under Councillor Constituency Development Fund (CCDF) for councillors on similar lines as that of Block Development Councils (BDCs), posting of a full-time District Youth Services and Sports Officer (DYSSO) at Kargil, filling up the vacant posts of Assistant Professors in University of Ladakh and Higher Education Department, Ladakh along & making Ladakh Residence Certificate (LRC) mandatory for appointment of Assistant Professor on contractual/permanent basis also, nomination of members from Kargil district in SIDCO Ladakh (Sindhu Infrastructure Development Corporation Limited) for outsourcing of manpower for different departments of UT Ladakh, resolve the issue of non-consideration of plans approved by the Hill Council by the Planning Department, completion of Parkachik-Khows Irrigation Canal and sanctioning of additional funds for restoration of damaged canal, provision of post-retirement benefits to employees from Kargil who are/were working for Forest Corporation of J&K and framing a Recruitment Rules (RR) for Soil Conservation Department.


 To clear pending liabilities of land, house, and tree compensation, L-G directed the Deputy Commissioner/CEO LAHDC Kargil to complete the process for identification of beneficiaries who are still waiting for compensation. He also assured to take up the matter with concerned official of Spice Jet for operation of civil flights at Kargil airport, directed the concerned officials for early execution of 5 Small Hydro Electric Project stands sanctioned for Kargil district, asked Public Works Department (PWD) to look for funds for the restoration of works/structures damaged by flood under NDRF’s Flood Management Plan and directed to Chief Engineer I&FC UT Ladakh, for inclusion / reflect the Flood Protection work at Sangrah Nallah under any scheme.  

L-G asked ADGP Ladakh Police to examine the demand for recruitment of constables in Ladakh Police on a district cadre basis. He asked the concerned department to implement recruitment rules framed for employees of LAHDCs for their timely promotion and directed all the concerned officials to ensure the Biometric attendance of all Government employees, including Directorates, to make the Directorates in Kargil fully functional.

He also assured to look into the issue of enhancement of salaries of Rehbar-e-Khel and the enhancement of remuneration of Ambulance Driver.  He said he would also look into the issues for the appointment of SRO-43 cases based on the recommendation of the members of the Committee constituted.

L-G asked the CEC LAHDC Kargil to meet CEC, LAHDC Leh for allotment of land for the construction of Kargil Sarai at Leh. Regarding the issue of delegation of financial powers of LAHDCs to accord Administrative Approval (AA), advance drawl, and award of contracts, LG assured to submit a proposal to the Ministry of Home Affairs Govt. of India for the same.

CEC, LAHDC, Kargil also raised issues related to the District Hospital, Kargil, such as shelter for relatives of patients at District Hospital, Kargil, and construction of additional wings, at District Hospital, Kargil.

L-G informed about the directions issued to DG Border Roads Organisation (BRO) for providing temporary shelter for attendants at District Hospital, Kargil, and urged for proper utilization of space at District Hospital, Kargil, and also inquired about the purchase of the MRI machine for the District Hospital, Kargil. The Director, Health Services was asked to provide a lady doctor at GM Pore Hospital. 

L-G further stated that pending/languishing project works will be completed within three years and adequate funds will be provided to new project works so that these projects could be completed within three years.

He further assured to take the necessary steps on the remaining issues that came under discussion during the meeting.
