CEC Gyalson reviews Capex Budget 2020-21 at Khaltse sub-division   Stresses innovative and futuristic projects in Leh district

Chairman/Chief Executive Councillor, LAHDC, Leh, Advocate Tashi Gyalson reviewed the progress and status of Capex Budget 2020-21 from the district and sub-divisional officers, engineers headed by SDM, Khaltse, Tanvir Ahmad on January 14. 

The meeting was attended by Councillor Khaltse Lobzang Sherab; Councillor Lamayuru, Dr. Morup Dorjey; Councillor Saspol, Smanla Dorjey Nurboo; Councillor Skurbuchan, Lundup Dorjai; BDC Singhey Lalok, Stanzin Yangdol; BDC Khaltse, Stanzin Chuskit, and other public representatives. 
 
CEC Gyalson said the motive behind conducting a review meeting at the sub-divisional level is to have a detailed discussion of all the projects under the Capex budget and SDP at the ground level by following proper  COVID-19 SOPs. 
 
Major departments reviewed during the meeting were  Agriculture, Horticulture, projects under the Mission Organic Development Initiative (MODI) scheme, Wildlife, Degree College Khaltse, Youth Services, and Sports, Information, Revenue, LREDA, Animal - Sheep Husbandry, Health, and Education,  Forest, Command Area Development, Power, PHE including JJM, Minor Irrigation, Irrigation Flood Control (I&FC), Child Care and Development Fund (CCDF), Revenue, Food Civil Supplies, and Consumer Affairs Dept,  Rural Development Department and Soil Conservation dept. 
 
Taking serious note regarding the absence of few HODs in the meeting from departments like Wildlife, Handloom, Tourism, Social welfare, Employment, Information Technology, Handicraft, and Labour welfare, CEC Gyalson ordered Deputy Commissioner (DC), Leh, to initiate strict action against the absentee HODs.
 
CEC Gyalson and Councillors of sham region stressed the formulation of a specific project for the development of horticulture-related infrastructure and fruit processing facilities in the sham region, keeping in mind the immense potential of apricot and other fruit production in the region. 

CEC directed Chief Horticulture Officer, Leh to come up with specific horticulture-related projects in the sham region with a futuristic approach and innovative ideas under the Special Development Package (SDP) in the next financial year.  

To ensure the implementation and timely completion of quality based projects, CEC Gyalson directed Executive Engineers to float tenders on an estimated cost of the project rather than annual allocation saying that his will help the concerned contractors finish their allotted work with more accountability. The status and progress of major roads in Khaltse sub-division were also reviewed by the CEC.

While reviewing the status of Ice-hockey rinks in different blocks of Khaltse sub-division, CEC directed Youth Services and Sports officer Leh and Executive Engineer (Xen), PWD, Khaltse division to design Ice-hockey rinks with a futuristic approach. He also directed SDM, Khaltse to provide required land for Ice-hockey rink at Khaltse and prepare a proposal for construction of new Zonal Physical Education Office along with upcoming ice hockey rink at Khaltse. CEC Gyalson also directed Xen, PWD, Khaltse to exercise on re-appropriation of released funds to achieve more results.
 
While reviewing the health sector, CEC Gyalson inquired about the COVID-19 vaccination drive in Khaltse sub-division from the Block Medical Officer (BMO), Khaltse. 

BMO Khaltse informed the meeting that sub-division Khaltse is ready with all required facilities for the vaccination drive and said that Primary Health Centre (PHC) Khaltse will get 100 doses of vaccines for the health workers in the first phase. 
  
Councillor Khaltse, Lamayuru, Skurbuchan, Saspol along with BDC Singhey-Lalok and Khaltse inquired about the progress and status of different projects in their respective constituencies. They suggested ideas and solutions for timely completion and redressal of projects and issues. They also stressed on taking them into confidence by all the HODs while identifying beneficiaries under different schemes and also while formulating and implementing projects so that deserving people could get the benefit and to ensure fruitful results of the projects.
 
Principal Degree College Khaltse, Prof. Tashi Dawa informed the meeting that they are ready to start the college from the next academic session with complete academic infrastructure. He added that there is no shortage of faculty members to start college.
 
The compensation of lands that came under road constructions was also discussed in the meeting. SDM Khaltse informed the meeting that till date around 4 crore rupees was released for land compensation claim in Khaltse sub-division during his tenure and stressed executing agencies to follow paperwork procedures properly and to submit compensation claims timely to SDM office. 
 
CEC Gyalson also reviewed Public Health and Engineering (PHE) drinking water schemes including the status of Detailed Project Report (DPR) and tender position under the Jal Jivan Mission (JJM) in Sham region. Xen, PHE said that all DPR under the JJM in all the blocks of sham region will get completed by the end of March 2021 and will be tender accordingly.
