Advisor reviews proposed New Industrial Development Scheme for UT Ladakh

Advisor Ladakh, Umang Narula chaired a meeting to discuss the New Industrial Development Scheme (NIDS) for Ladakh, at the Secretariat on February 16. 

The meeting was attended by Secretary, Industries & Commerce Ladakh; Director, Industries & Commerce Ladakh; General Manager, DIC Leh/Kargil; Convener UTLBC, Ladakh; Executive Manager, EDI Ladakh, President Chamber of Commerce Leh/Kargil and President Hotel Association Leh/Kargil. 
 
Detailed discussion on the proposed New Industrial Development Scheme for UT Ladakh, including Central Capital Investment Incentive for Access to Credit (CCIIAC), Central Interest Incentive (CII), Central Comprehensive Insurance Incentive (CCII), Good and Service Tax (GST) reimbursement, Income Tax (IT) reimbursement, and Capital Interest Subvention was carried out. 
 
Advisor Narula was apprised that a comparative analysis of existing schemes in UT J&K and the North East states had been carried out while formulating this proposal.  During the meeting, the Advisor was also informed that the proposal of the New Industrial Development Scheme for Ladakh would be applicable for 15 years starting from 2021 till 2036. 
 
 He advised that additional incentives should be given to industrial & service sectors units using solar energy, constructing passive solar structures, and water-efficient systems such as flushes with sensors, to reduce the wastage of water and using new solar-based space heating devices which will reduce carbon emissions.
 
Emphasis was laid on priority sectors such as Food Processing/Agro & Organic based Industries, Handicraft, Handloom and Pashmina, Floriculture, Green House, Solar, Hydel, Wind and Geo-Thermal Energy, Tissue Culture and Mushroom Culture, Compost Making, Dairy Farming, IT-based Industries, Film Production and Music Studio based Industry, Processing of Ayurvedic/Herbal(Amchi), Medicine & Processing of aromatic and medicinal plant, Manufacturing of Gases (Oxygen, Nitrogen), Printing Press, Flex Printing, Controlled Atmosphere Cold Storage, Medical Diagnostic Centre, Eco-Tourism- Cable car, amusement, adventure, leisure Park, (Hotel, Guest House and Resort for the non-municipal area only), Packaging Industries and Recycling Industries for non-polluting industries. 
 
Secretary, Industries & Commerce Ladakh, Saugat Biswas informed that the Industrial Developmental Scheme was started by Department of Industrial Policy and Promotion (DIPP) in 2017. He stressed the need to have a separate scheme for Ladakh due to its unique topography, geographical location and capacity.
