Advisor Ladakh stresses minimizing compliance burden for businesses and citizens

Advisor Ladakh, Umang Narula chaired a meeting on minimization of compliance burden (ease of living and ease of doing business) at the UT Secretariat on December 13.

The meeting discussed the ways in which compliances can be reduced in various day-to-day processes of the Government, that people in general or entrepreneurs or businesses, in particular, need to face.

Evaluation of regulations in terms of time and cost burden both on ordinary citizens and businesses needs to be simplified and removed wherever possible. This included repealing/subsuming redundant Acts/Rules, decriminalization of minor offenses, and use of new-age technologies to reduce what is called the compliance burden.

Director Industries & Commerce, Ladakh, Moses Kunzang gave a detailed presentation on minimizing regulatory compliance burden. Advisor was apprised that the exercise to reduce compliance burden was divided into two phases — Phase I and Phase II. Phase I focuses on reducing the regulatory burden on businesses and is related to renewals of licenses/certificates/permissions, inspections/audits, returns/filings, maintenance of registers and records, display requirements, and digitization of procedures, filings, and records.
Industries and Commerce Department, Ladakh requested the Department for Promotion of Industry and Internal Trade (DPIIT) for a sensitization workshop. 
Listing various measures taken by the Secretaries in their concerned Departments, Advisor Narula was apprised that the process is going on to reduce compliances and make processes online, yet more is needed for ease of living and doing business.

Advisor Narula directed all the Secretaries to fill the proforma of their concerned Departments specially the Phase IA & IB in a planned and scientific manner by the end of this month. He further added that all the targets should be achievable and deliverable in this current financial year. 

Talking about the Centralised Public Grievance Redress and Monitoring System (CPGRAMS), Advisor Narula asked the Secretaries to redress all the grievances at the earliest and also asked to submit the list of all the grievances. 

Regarding the appointment of nodal officers, he further directed expediting the appointment of sub nodal officers for each state-level Department for bringing in focussed attention on reduction of compliance burden. 

Emphasizing on Single Window system, Advisor Narula directed to set up a single-window system for approvals and clearances which will help in simplifying processes for the people. He also directed all the Secretaries to conduct a detailed self-assessment of compliances in their respective departments that need to be simplified/rationalized to reduce the compliance burden on businesses and citizens. 

Regarding the ‘Good Governance’ week which is going to be observed from December 20 to 25, he directed Secretary Information to prepare a clipping on good governance practices in UT Ladakh including Yountab, Carbon Neutral, MODI, e-office, E gazette, carbon-neutral, initiatives on border area development and others.
