Ladakh can emerge as model UT for AI-driven governance: LG Kavinder

Lieutenant Governor of Ladakh, Kavinder Gupta, chaired a high-level meeting on “Exploring the Potential Implementation of AI-driven Technologies to Enhance Good Governance in UT Ladakh” at the LG Secretariat on September 3.

Highlighting the transformative potential of Artificial Intelligence (AI), the Lt Governor said that AI can revolutionize governance by automating routine tasks, personalizing citizen services, and enabling data-driven decision-making to improve policy planning and resource allocation. He emphasized that effective integration of AI requires a balanced synergy between human oversight and technological innovation to build a transparent, efficient, and citizen-centric governance system.

The meeting was attended by Chief Secretary Dr. Pawan Kotwal, Principal Secretary Sanjeev Khirwar, Administrative Secretaries, and Heads of Departments.

Ankush Sabharwal, Founder of CoRover, a Bengaluru-based company, gave a detailed presentation on AI-driven solutions in governance, including conversational platforms and chatbots designed to improve citizen engagement and streamline government services.

The Lt Governor observed that the adoption of AI in key sectors such as healthcare, education, skilling, and tourism could ease administrative challenges, address public grievances more effectively, and significantly enhance citizen satisfaction.

Reiterating Prime Minister Narendra Modi’s vision of Responsible AI to augment human values and capabilities, Shri Gupta underlined the UT Administration’s commitment to delivering efficient and transparent services through technological innovations. He noted that AI-powered tools in healthcare, education, and tourism could help improve medical and educational facilities for Ladakhis while also offering tourists a seamless and enriching experience.

Directing Secretaries and HoDs to assess the potential of AI-driven solutions, the Lt Governor urged departments to explore how emerging technologies can improve citizen outreach, ensure real-time responsiveness, and make governance more inclusive and accessible.

“Ladakh, with its unique challenges and opportunities, has the potential to emerge as a model UT for AI-driven good governance,” the Lt Governor said, stressing that the ultimate aim of adopting AI must be to empower citizens, strengthen transparency, and make public service delivery more efficient and accessible.
