L-G Kavinder reviews key departments, calls for zero pendency and fast-tracked development

Lieutenant Governor of Ladakh, Kavinder Gupta, urged senior government officials to ensure good governance, efficient public service delivery, and timely completion of developmental projects across the Union Territory.
The Lt Governor made these remarks while chairing an introductory and comprehensive review meeting of multiple departments at the LG Secretariat. The meeting aimed to assess departmental functioning and the implementation status of various government schemes.
The departments reviewed included Revenue, Finance, Home, Police, Health & Medical Education, Forest, Ecology & Environment, Ladakh Pollution Control Committee, and Labour.
Chief Secretary Dr. Pawan Kotwal, IAS, delivered a detailed PowerPoint presentation outlining the roles and responsibilities, major projects, schemes, and challenges faced by the Revenue, Finance, and Home departments.
Dr. Kotwal highlighted key schemes under the Revenue Department such as the Digital India Land Records Modernisation Programme (DILRMP) and the SVAMITVA scheme (Survey of Villages and Mapping with Improvised Technology in Village Areas), aimed at promoting paperless and digitized revenue records. He also presented proposals regarding the administrative framework, creation of additional posts, and financial requirements for the formation of five new districts in Ladakh.
On the financial front, Dr. Kotwal outlined mechanisms such as PMFS and LIFMS, adopted by the UT Administration to streamline governance. He briefed the Lt Governor on the budget allocated by the Union Government and the administration’s efforts to ensure 100% utilization of the current fiscal year’s budget.
DGP Ladakh Dr. S.D. Singh Jamwal, IPS, along with the Chief Secretary, presented an overview of the Home Department and Ladakh Police, covering staff strength, recruitment status, key initiatives, upcoming projects, and the department's strategic vision.
Principal Secretary Sanjeev Khirwar, IAS, gave a comprehensive report on Health & Medical Education, detailing healthcare services delivered through health centres and the National Health Mission (NHM). He spoke about human resource planning, ongoing health programmes such as Anemia Mukt Bharat and Vision TB-Free India, and upcoming initiatives, including the establishment of a Medical College in Leh.
Wildlife Warden Leh, Mandeep Mittal, IFoS, briefed the Lt Governor on efforts to rationalize the boundaries of the Karakoram and Changthang Wildlife Sanctuaries to better serve local communities. He also spoke on the rescue and rehabilitation of injured wildlife, the creation of India’s first Dark Sky Reserve at Hanle, and other scientific research projects in the pipeline. He further updated the LG on key initiatives undertaken by the Forest Departmen tand the Ladakh Pollution Control Committee.
Principal Secretary Khirwar also discussed the functioning and legal framework of the Labour Department, and the activities of the Ladakh Building & Other Construction Workers’ Welfare Board (LBOCWWB).
In his concluding address, LG Kavinder Gupta directed all officials to adopt a result-oriented approach, ensure zero pendency of files, and fast-track all developmental initiatives. He emphasized that the people of Ladakh must witness visible progress on the ground, and instructed the UT Administration to utilize available resources efficiently to ensure timely project completion without delays.
