Civil-military fusion capsule: Kharu hosts joint conference for border development

As part of the ongoing Civil-Military Fusion Capsule of the 3rd Infantry Division, a joint conference was convened at the BDO Conference Hall, Kharu on August 28 fostering closer cooperation between the Indian Army and local civil administration. The meeting was chaired by SDM Kharu, Sonam Dorjay.

The five-day program aims to strengthen collaboration in border areas by promoting a ‘whole of nation approach’—enhancing both developmental initiatives and operational efficiency of the armed forces. Senior Army officers, including Lt. Col. Varun and Lt. Col. A.P. Singh, attended the session.

During the conference, various departments of the Kharu Sub-Division presented updates on their work and ongoing projects. Key presentations included Khalida Parveen, Deputy CEO, on the Education Department; Dr. Padma Yangzom, Technical Officer, on the Sheep Husbandry Department; and the Block Development Officer/Agriculture Extension Officer on the Rural Development and Agriculture Departments.

Other participants—Tsering Sangrup (AEE, PDD), Sonam Nilza (CDPO), Stanzin Kunkhen (SHO), and Rafiq Bhat (TSO)—also highlighted progress and challenges within their respective sectors.

The conference concluded with an interactive discussion on future joint operations and integrated projects. Both the Army and civil representatives reaffirmed their shared commitment to creating a more coordinated framework for border area development, ensuring security and socio-economic progress go hand in hand.
