CEC reviews CAPEX Budget 2025–26 progress in Kargil

Chairman/ CEC, LAHDC Kargil, Dr. Mohd Jaffer Akhoon chaired a review meeting at the Council Secretariat on September 9 to assess physical and financial achievements under the District CAPEX Budget 2025–26.
The meeting focused on addressing challenges and initiating corrective measures to ensure timely expenditure ahead of the early expenditure target of September 23 and the final deadline of October 10.
The session was attended by Executive Councillors Er. Punchok Tashi, Kacho Mohammad Feroz, Zakir Hussain, and Aga Syed Mujtaba Mussavi; Deputy Commissioner/CEO, LAHDC Kargil, Rakesh Kumar; Chief Controller Finance, Iftikhar Hussain; Chief Planning Officer/Joint Director Planning, Abdul Hadi; Chief Engineer PHE, Mohammad Abass; Superintending Engineers of PHE, I&FC, and ACD Kargil; Executive Engineers of SVD, R&B, I&FC, PHE, REW-RDD, EPD, KDA, and ZDA Kargil; besides officials from PWD Zanskar (virtual), PHE & I&FC Zanskar, District Soil Conservation Office, Deputy Director Command Area Development Kargil, and all BDOs of RDD (virtual).
Presenting the progress report, Joint Director/CPO Abdul Hadi informed that the UT Administration has approved an allotment of around ₹2,55,26,00.00 lakhs under the CAPEX Budget 2025–26. Of this, ₹1,15,55,7373 has been utilized so far, achieving 45.27% expenditure.
Addressing the officials, CEC Dr. Akhoon urged departments and executing agencies to intensify efforts and achieve maximum expenditure at the earliest. He emphasized dedication, transparency, and collective responsibility to ensure projects translate into durable public assets.
The meeting reviewed progress across engineering and non-engineering sectors, with departments including PWD (R&B), I&FC, Health, PHE, RD&PRD, Education, KDA, Mechanical Engineering, Agriculture, and PDD presenting updates and highlighting challenges.
Dr. Akhoon directed all sectoral officers to expedite project execution, fully utilize allocated funds, and ensure timely commencement of developmental works. He stressed avoiding delays and meeting the UT Administration’s 80% expenditure target, which would secure an additional ₹90 crore allocation for the next fiscal year.
The CEC appreciated the efforts of Executive Councillors and executing agencies, calling for closer coordination among departments to ensure visible results and tangible assets for the people of Kargil.
