Secretary Transport inspects vehicle fitness drive at Choglamsar, reviews RTO and Control Room readiness

In a concerted effort to strengthen road safety and enhance citizen services, Bhupesh Chaudhary, Secretary, Transport Department, UT Ladakh, conducted a comprehensive inspection of the vehicle fitness certification drive at Choglamsar Ground on May 21. He was accompanied by Assistant Regional Transport Officer (ARTO) Hidayatullah and other departmental officials.
During the visit, the Secretary engaged with technical staff, vehicle owners, and members of the public present at the site. He issued clear instructions that the fitness certification process must adhere strictly to the Motor Vehicles Act, 1988, and the Central Motor Vehicles Rules. He also stressed the importance of minimizing inconvenience to the public, particularly in light of Ladakh’s harsh climatic and geographical conditions.
Chaudhary highlighted that fitness testing is a critical regulatory mechanism ensuring that only roadworthy vehicles operate on public roads, thereby safeguarding not just the drivers but also passengers and other road users. He underlined the department’s responsibility in upholding high safety standards through consistent and fair enforcement.
To further streamline operations and reduce crowding, the Secretary directed the initiation of an online appointment system for vehicle fitness testing. He noted that such digitization efforts would improve operational efficiency while fostering transparency and accountability.
Following the on-ground inspection, Chaudhary also visited the Regional Transport Office (RTO), Leh, to review public service counters and assess the administrative and technical workflows. He instructed staff to ensure timely, efficient, and courteous service delivery, emphasizing that the Transport Department plays a pivotal role in public service and should exemplify professionalism, responsiveness, and transparency.
Additionally, the Secretary inspected the preparedness of the upcoming Transport Control Room, scheduled for inauguration by the Lieutenant Governor of Ladakh. The Control Room is envisioned as a centralized facility for real-time monitoring, data-driven decision-making, and enforcement coordination across the UT.
Expressing satisfaction with the ongoing preparations, Chaudhary urged officials to complete all necessary arrangements ahead of the formal launch.
This inspection forms part of the Transport Department’s broader reform initiative aimed at improving service delivery, leveraging digital technology, and ensuring stringent implementation of road safety regulations throughout Ladakh.
