Chief Secretary reviews recruitment progress; GAD trains revenue officers on Domicile Certification in Ladakh

Chief Secretary of the Union Territory of Ladakh, Dr. Pawan Kotwal, chaired a review meeting on July 8 to assess the progress of referring vacant posts to the designated recruitment boards — the Ladakh Subordinate Services Staff Selection Board (LSSSSB), the Leh Autonomous Hill Development Subordinate Services Recruitment Board (LAHD-SSRB), and the LAHDC-Kargil Subordinate Services Recruitment Board (LAHDC-KSSRB).

The Chief Secretary was informed that approximately 841 vacancies are being referred to LAHDC-KSSRB, 547 to LAHD-SSRB, and 211 to LSSSSB. He emphasized the importance of timely and accurate referral of vacancies in line with the revised reservation rules to facilitate efficient recruitment and human resource planning across the Union Territory.

Dr. Kotwal directed all administrative departments to thoroughly verify both existing and anticipated vacancies — including those arising from retirements up to December 31, 2025 — and submit the requisitions to the appropriate recruitment boards in accordance with the updated reservation rosters.

He further instructed the recruitment boards to notify the syllabus for upcoming examinations to ensure transparency and to give candidates sufficient time for preparation.

Later in the afternoon, the General Administration Department (GAD) conducted a structured training session for competent authorities — including Tehsildars and their dealing assistants from both Leh and Kargil districts — on the streamlined issuance of Domicile Certificates.

Held at the DC Conference Hall, Leh, the training was led by Michael M. D’Souza, Administrative Secretary, GAD. The session aimed to ensure clarity, legal compliance, and uniform administrative procedures under the Ladakh Civil Services Decentralization and Recruitment – Grant of Domicile Certificate (Procedure) Rules, 2025.

A detailed presentation was delivered on the procedural framework and documentation requirements for issuing domicile certificates. The training focused on Standard Operating Procedures (SOPs), verification protocols, and proper record-keeping to ensure accountability and consistency across all tehsils.

Field-level implementation challenges were discussed, with Tehsildars encouraged to share best practices and experiences to improve service delivery. Special attention was given to the Ladakh Reservation (Amendment) Rules, 2025, including updated formats for Scheduled Tribe (ST) certificates for UPSC-recruited gazetted posts and Actual Line of Control (ALC) certificates.

The session was attended by Deputy Commissioner Leh, Romil Singh Donk; Additional Secretary GAD, Rigzin Spalgon; Assistant Commissioner Revenue Leh, Shabir Hussain; Under Secretary to the Chief Secretary, Mohd Taqi; OSD to the Chief Secretary, Mohd Shabir; Under Secretary GAD, Sandeep Singh; along with all Tehsildars and dealing assistants from Leh and Kargil. Assistant Commissioner Revenue Kargil, Jahangir Akhone, and Naib Tehsildars participated via video conferencing.
