RGSA capacity building programme for Panchayat functionaries held in Kargil
A two-day Thematic Capacity Building Training Programme under the Revamped Rashtriya Gram Swaraj Abhiyan (RGSA), organised by the Rural Development Department, Kargil, for Panchayat Secretaries (PSs) and Panchayat Accounts Assistants (PAAs) of District Kargil, concluded on January 1.
The training programme was held from December 31, 2025 to January 1, 2026, from 10:00 AM to 4:00 PM at Hotel Zojila Residency, Biamathang, Kargil.
The programme focused on key thematic areas such as Water Sufficient Panchayat, Clean and Green Panchayat, and Self-Sufficient Infrastructure in Panchayats. It aimed to enhance the knowledge, skills, and functional capacity of Panchayat-level functionaries for effective planning, implementation, and management of sustainable and environmentally responsible Panchayat development initiatives.
During the sessions, participants were oriented on best practices, relevant policy frameworks, and practical approaches through interactive discussions, experience sharing, and thematic presentations. These sessions enabled the trainees to gain hands-on insights for effective implementation at the grassroots level.
The programme was organised under the directions of Syed Sajjad Qadri (JKAS), Director, Rural Development and Panchayati Raj Institutions, UT Ladakh. The training was conducted under the supervision of Er. Raziya Khatoon (JKAS), District Panchayat Officer, Kargil, who also served as the Nodal Officer for the programme.
The technical sessions were facilitated by Master Trainer Dr. Irfan Shafi, who provided practical and field-oriented inputs on the identified thematic areas.
The entire programme was closely monitored by Dr. Bilal, State Programme Manager, RGSA, who appreciated the active participation and commitment of the trainees and thanked all officials for their efforts in making the programme a success.
The training programme is expected to significantly contribute to strengthening Panchayat performance and promoting sustainable, inclusive, and decentralised rural governance in District Kargil, in line with the vision of the Revamped RGSA.
