Administrative Secretaries to conduct fortnightly field visits: LG Ladakh

On the directions of the Lieutenant Governor of Ladakh, Kavinder Gupta, all Administrative Secretaries have been advised to undertake regular field visits across different parts of the Union Territory to strengthen people-centric governance and ensure effective service delivery.

As per a circular issued by the Chief Secretary, all Administrative Secretaries are required to undertake field visits once every fortnight, preferably with an overnight stay, to various areas of the Union Territory. The objective of these visits is to gain first-hand understanding of ground realities and the challenges being faced by the people. Officers have also been directed to submit a one-page tour note after each visit, which will form part of their Annual Performance Appraisal Report (APAR).

The circular further notes that it has been observed that officers frequently undertake extended tours to Delhi and other places outside Ladakh, which has been deemed unacceptable. It emphasises that minimum absence from the station must be ensured to maintain effective administrative functioning.

Additionally, the circular highlights the need to improve public accessibility. Accordingly, all Administrative Secretaries and field officers have been directed to remain responsive and accessible to the general public at all times.
